Arjun Khanna was killed when a pickup struck him as he rode on the shoulder of Loop 360 near Spicewood Springs Road. Khanna, who was wearing a helmet, was hit by a truck driven by Jeremy Ron Wigley, 27, of Belton. The driver was arrested and charged with intoxication manslaughter. This happened months after Gay Simmons-Posey was killed on the same loop road, popular among Austin cyclists.

Police filed intoxication manslaughter charges Monday against the man who they say hit and killed a bicyclist on Loop 360.

Arjun Khanna, 43, Austin, was killed Saturday just before 5 p.m. while riding his bike along the shoulder of Loop 360.

Jeremy Wigley, 27, is in the Travis County jail charged in the crime. Police believe Wigley was under the influence of some type of pain medication at the time of the crash.

Police say the victim in this case was following all the correct bicycle procedures when he was riding on the shoulder of loop 360. He was wearing a helmet.

Khanna died at about 7 p.m. at Brackenridge hospital just a few hours after being hit.

His friends say he was a valued community member and a good man.

He volunteered for the non-profit group SAHELI which helps Asian families dealing with domestic violence issues.

"He's been associated with Saheli for a long time, and from what we know about him, he's been very instrumental as a community member. He really cared about Asians, particularly here in the Central Texas area," said Linda Phan, executive director SAHELI.

Police say Wigley was exhibiting signs of intoxication but his breathalyzer after the accident showed no alcohol.

Drug experts later determined Wigley was under the influence of some type of pain medication.

"It's important for people to realize be intoxicated under a substance other than alcohol. That could be narcotics, drugs or illegal drugs or prescription or non-prescription medication," said Detective Ely Reyes, Austin Police Department.

According to the Texas Department of Criminal Justice, Wigley was on parole at the time of the crash.

He had been serving time for possession with intent to deliver a controlled substance and burglary of a habitation.

Khanna's friends say they are dealing with a great loss - as is the Austin area.

"It's a definite loss to the community," added Phan.

Blood tests results on Wigley are pending.

APD also says bicycle accidents make up less than two percent of crashes in Austin.

Arjun Khanna was a father, friend and a wonderful human being. His little 10-year-old daughter was so shocked at his sudden and tragic death that she was unable to shed a tear for him and immersed herself in knitting a scarf for her dad in his favorite colors that she would give him at the funeral. She also played the violin at his funeral and asked all of us to tell her stories about her dad - so she could write them down to remember him by. All this, two days after he passed on. She, like him, is a strong, beautiful, human being who will never be able to hug her dad again and will learn about him and his life through our memories of him.

His death was untimely and absolutely unnecessary. Mr. Wigley is a repeat offender, who was out on parole and was serving time for "intention to deliver a controlled substance." His record also includes DWI, reckless driving and burglary. I am astounded that this individual still has a drivers license! I hope he receives the punishment that he deserves.

Mr. Wigley, the irresponsible young man who has led to this irreversible situation must be punished severely. One thing is for sure: He and any other such blatant offenders must never ever be allowed to drive a vehicle of any kind, even if they ever get to be sober. Let there be appropriate justice taken... let there not be freedom for a man like this in the land of the free.
